LEISURE WORLD'S STRATEGIC PLAN EXECUTIVE SUMMARY | Why a Plan: | A strategic plan is the cornerstone for every common-interest community. The concept of the strategic plan is to understand that in order for the community to flourish, everyone needs to work to ensure that the community remains financially sound and able to maintain its facilities and services. | | The Process: | The Plan was based on results of a 16-page survey of residents reflecting the current and future needs and desires of the people who live here with input from the Mutuals, the Advisory Committees and Management | | The Present: | Leisure World appears to be answering the social, recreational, intellectual and medical needs of its residents but its resources have become strained as its population increased, its facilities aged, and the lack of a means to raise and reserve funds to maintain its high standards. | | Future: | Like human beings, communities, neighborhoods and buildings age, taking on a life of their own. They need • Careful stewardship of assets; • A well thought-out published long-term plan; and • A system established to carry out that plan and make it responsive to changing needs
Leisure World will start to deteriorate. Once that process has started it takes an enormous infusion of money and energy to stop. Signs of those times include • an increase in investor-owned properties with absentee landlords • aging units which will finally require serious rehabilitation efforts • a breakdown in the social and political infrastructure of the community resulting in detachment or lack of involvement in the community by residents.
We have begun to see signs of this process and strategic planning should head it off. | | The Plan: | The Plan is a living document changing to meet the changing needs of the community. A healthy sign that this will happen is evidenced by the fact that some of the long-term goals identified in the plan have already been met. | | The Process: | As the Advisory Committees and management consider their work and their short- and long-term goals are reached, it is expected they will continue to expand/change elements of the Plan, adding new goals for the following five, ten or fifteen years. | | The Goal: | The goal of the Strategic Plan is to continue to take a global approach to work of the Advisory Committees by updating or changing their contributions to the Plan at least annually. This will enable the Plan to reflect where the community stands at any point during its normal evolution and where it should go in the future. | | | Leisure World of Maryland should remain a premier community for active retired people with a broad range of activities and services available to residents and where property values and our investments in them are maintained or enhanced in the future. |
